Elisa Palm specialises in tendering procedures for large projects, including public/private joint ventures in the field of traffic and building infrastructure and ICT. Her recent work includes advising on the tender process for the Design Build Finance & Maintain (DBFM) contracts of Systeem Kilometerprijs, A15 (Maasvlakte-Vaanplein) and A1-A6 (Diemen- Almere Havendreef), and she supervised the tender process for the Green Corridor Project in Aruba. Elisa also litigates regularly in civil-law and preliminary relief proceedings on behalf of clients in (complex) procurement issues.
Elisa graduated cum laude in Dutch law from the University of Leiden and was admitted to the Dutch Bar in 2000. She previously practised law at Houthoff and joined Pels Rijcken in 2007. Elisa regularly lectures and gives presentations on procurement law topics, and is a member of the Dutch Procurement Law Association.
