Sandra van Heukelom-Verhage is attorney and partner at Pels Rijcken. As an all-round constitutional and administrative law attorney with a focus on innovation and technology, Sandra has been providing public and semi-public authorities and companies with in-depth assistance in complex (administrative) issues for many years. She is known for her clear, conceptual vision in the implementation of new, innovative developments within organisations. Public authorities and companies are currently investigating the options for using digital innovations and technologies to optimise their business cases, operations and service provision. As a result of the Digital Transformation, the amount of available data is growing explosively. Sandra helps public authorities and companies identify the legal aspects of digital innovations, data usage and technologies, such as blockchain, smart contracts, big data, AI, algorithms, sensors and IoT. Within Pels Rijcken, Sandra chairs the Innovation, Privacy and Technology (IP&T) Department and is partner in the Administrative Law Department (specialising in subsidy law, public funding and administrative renewal).
Sandra studied Civil Law and Constitutional and Administrative Law at Leiden University. She is a member of the board of the Dutch Blockchain Coalition, a member of the Supervisory Board of the Achmea Legal Assistance Foundation, a member of the Strategic Advisory Boards of TNO, Wolters Kluwer and the University of Amsterdam and a member of the editorial board of the Dutch Journal for Administrative Law (NTB). Sandra is also a regular speaker at congresses in and outside the Netherlands. Finally, Sandra publishes and blogs, and participates in several women's networks.
