Sandra van Heukelom-Verhage has been a partner at Pels Rijcken since 2001. She has been with the Administrative Law department since 2010 and specialises in subsidy law, scarce public funds and general administrative law. She has advised and litigated for public and semi-public authorities and companies in complex (administrative law) issues for many years. She is known for her clear, conceptual vision in the implementation of new, innovative developments within organisations. Sandra heads Pels Rijcken’s Fund team and the General Administrative Law expertise team.
In addition, she is one of the initiators of and partner in the recently established Innovation, Privacy & Technology (IP&T) department. At present, governments and companies are conducting assessments into whether and how technology can optimise their business processes and services; this involves digital transformation. Sandra assists her clients in making technological innovations such as blockchain, smart contracts, big data, AI, machine2machine economy, IoT and the smart society, legally possible. She is a member of the editorial team of the NTB, member of the Wolters Kluwer Authors' Council, lecturer at PAO Leiden and a member of the board of the Dutch Blockchain Coalition, among others. Sandra publishes regularly and is a blogger at iBestuur. She is also a highly sought-after speaker and moderator at national and international conferences.
